COURSE OBJECTIVES: This course covers the bills passed by the 89th Texas Legislature and the recent court decisions that affect most peace officers, jailers and telecommunicators in the State of Texas, and satisfies the TCOLE Legislative Update (#3189) requirement for the September 2025 – August 2027 training unit. The 89th Legislature created 61 new crimes and 45 new punishments; this course walks through the changes that matter most on the street, in the jail and in the communications center.
Topics covered include changes to TCOLE rules and policies; U.S. Supreme Court and Texas case law (including Barnes v. Felix); school safety; the Health and Safety Code; the Penal Code; the Code of Criminal Procedure; the Transportation Code, including the HB 718 change from paper temporary tags to metal plates; and miscellaneous codes (Government Code, Local Government Code, Family Code, Occupations Code, Business & Commerce Code, Property Code, Election Code and Civil Practice and Remedies Code).
Each unit ends with a short ungraded knowledge check. The course concludes with a review of the tested items and a 20-question written test; a score of 80% or higher is required to receive credit.
