COURSE DESCRIPTION: Peace Officers first licensed on or after 03/01/2016, must take Interacting with Deaf and Hard of Hearing Drivers (7887) within 2 years of licensing, if not taken in the BPOC. A peace officer or reserve law enforcement officer who holds a license under Chapter 1701, Occupations Code, issued on or before January 1, 2018, shall complete a training program established under Section 1701.268, Occupations Code, as added by this Act, not later than January 1, 2020.
This course is designed to equip Texas peace officers with the necessary skills and legal knowledge to effectively and respectfully interact with drivers who are deaf or hard of hearing. Officers will learn to overcome communication barriers and ensure a safe and successful outcome for all parties during traffic stops and other in-person encounters. The course provides practical techniques for communicating with individuals who are deaf or hard of hearing. It covers how to get a driver's attention, the use of visual cues and gestures, and when to request a certified interpreter. The curriculum emphasizes the importance of patience, clear body language, and providing a well-lit area for communication. Officers will learn to identify the specialty license plates issued to Texans who are deaf or hard of hearing. These plates serve as a visual cue that a driver may have a hearing impairment, allowing officers to adjust their approach and communication style from the outset of an interaction.
TARGET AUDIENCE: Peace Officers working toward their intermediate proficiency certificate on or after March 1, 2016, and within 2 years of licensing date for those licensed on or after March 1, 2016.
